All of Estonia's identification is digital (see: https://e-estonia.com/solutions/e-identity/id-card/). Digital identification is definitely the future and smaller countries like Estonia can embrace it much faster than slow-bureaucratic heavy ones like the US. I'm not sold from your article that the digital identification of the future needs to be on a blockchain though. What an NFT offers, more so than the items you mentioned, is decentralization. But I think in the case of a national ID, centralization might be more important. Centralized ID also guarantees authenticity and confirms ownership and there is no use case for safely transferring the asset.
